A Public Private Partnership (PPP) is a collaboration between the public and private sectors which aims to build and maintain infrastructure for the government.
The private sector provides vital services, such as the initial design and construction of the facility, and the subsequent on-going maintenance to the government for a fixed period (approximately 30 years). In return, the government pays a monthly service fee to the private sector for these services.
Under the Qld Schools PPP, Plenary Schools provided finance, design, construction, and maintenance services to 10 schools over a 34-year concession period. Pimpama State Primary College is one of those 10 schools.
The college covers 6.5 hectares (approx.) and features technologically advanced educational buildings that are energy efficient by way of building design and system design. The builder for this project was Watpac, and DeltaFM provides facilities management and maintenance.
Construction of Stage 1 of PSPC commenced in 2014 and the college opened for the start of the 2015 academic year. Stage 2 opened for the start of the 2017 school year.
Due to high enrolment growth, a 3rd stage was required for the school. Hutchinsons constructed a large multi-storey building in 2019 and this opened in 2020.
Pimpama State Primary College has been awarded the Best Education Facility over $10 million at the 2017 Master Builders Gold Coast Housing and Construction Awards.
Pimpama State Primary College is one of 10 schools being designed, delivered and maintained by the Plenary Schools consortium in southeast Queensland to cater to the growing population in the region.
Built by Watpac Construction and managed by Delta FM, Pimpama’s second and final stage was completed earlier this year on time and on budget, and now caters to more than 300 children from the local area.
Plenary Chief Operating Officer Glenn Hay congratulated Watpac for its efforts, and the hard work of the whole Plenary Schools consortium.
“This award is recognition of the quality design and construction outcomes that have come from our strong partnership with the Queensland Department of Education and Training,” Mr Hay said.

Students have been welcomed to nine schools opened across southeast Queensland with all schools expected to reach full completion by the start of the 2019 academic year.
The Plenary Schools consortium – comprising Plenary, Watpac and Delta FM – was contracted to design, construct, finance and maintain the schools for 30 years.
